The report found 28 states, including the District of Columbia, fail to meet the minimum standards to protect children recommended by the National Commission on Children and Disasters.
States were ranked on the following standards:
- A plan for evacuating children in child care
- A plan for reuniting families after a disaster
- A plan for children with disabilities and those with access and functional needs
- A multi-hazard plan for K-12 schools
