MONTPELIER, Vt. - Vermont's Secretary of Education Rebecca Holcombe has written a letter to parents and guardians about the No Child Left Behind Act.

Under the act, if only one child in a school scores below "proficient" on a state test, the entire school is labeled "low performing."

In her letter, Holcome says the state education agency does not agree with the federal policy or think Vermont schools are low performing. She went on to say the policy takes away focus from other measures that give more meaningful data.
