High-Risk Sex Offender to Be Released

BURLINGTON, Vt. - A high-risk sex offender is scheduled to be released Tuesday.

A press release says Todd Cardinal, 55, has served his maximum sentence and will no longer be under Vermont Department of Corrections supervision when he is released.

Cardinal has been under supervision with the Department of Corrections since 1989. Police say he has a total of 23 sex offense charges with 21 convictions.

In the past, police say, he has been uncooperative under community supervision.

Cardinal has completed the high-intensity Vermont Treatment Program for Sexual Abusers (VTPSA) prison-based sex offender treatment program.

A press release says if he were to sexually re-offend, his most likely victims would be adult women and adolescent girls. Police say he is likely to reside somewhere in Burlington.
