MONTPELIER, Vt. - The Vermont Senate passed a bill to help drug addicts recover, rather than sending them to jail.

The Risk Assessment Program would screen people arrested for drug crimes before trial. Treatment could be an option, instead of jail.

Governor Peter Shumlin supports it. He says it costs much less to treat a drug addict than to put them behind bars.

The bill now heads to the Vermont House.
