Homeless Bill of Rights Considered in VT House Committee

One bill brought up Friday could give homeless people their own "bill of rights."
MONTPELIER, Vt. - One bill brought up Friday could give homeless people their own "bill of rights."

Representative Kesha Ram (D-Chittenden) introduced it to the House General Committee.

It would include the right to vote and the right to personal property. It was modeled after a similar bill in Rhode Island, the first state to have one.

"What it did essentially was uphold the dignity and rights and basic humanity of homeless families and individuals in their state," Rep. Ram said. "I thought we should absolutely bring that idea to Vermont."

The bill does not include the right to shelter. That's something advocates hope to fight for in the future.
