A 58-year-old man allegedly stood outside a home on Hillside Avenue, pulled down his pants and exposed his genitals and backside to the family , which included a 3-year-old child.

Witnesses told Barre police that Stuart Rollins assaulted a man at the home Monday, but left the scene before officers arrived. Police went to Rollins home, but he refused to answer his door.

Rollins was located and arrested Tuesday for disorderly conduct and lewd and lascivious conduct.

Police say Rollins also faces a hate crimes charge based on statements by the victims that suggested they were targeted because of their perceived national origin.

Rollins was arraigned Tuesday in Washington District Court and was released on conditions.
