The Town of Richmond has a new police chief.

Town officials announced Larry Muldoon, who for the last 10 years has worked in law enforcement in Windsor County, will start April 8.

According to a press release, Muldoon was born and raised in northern California. He obtained a bachelor’s degree in management from St. Mary’s College in California and spent 10 years in human resources for different retail companies.

His focus was employee relations, diversity and management training and development, said Town Manager Josh Arneson.

Muldoon started his law enforcement career 16 years ago in California, where he was part of the Hostage Negotiation and Crisis Intervention team for the Rocklin Poice Department. He also served as a school resource officer.

During his time in Windsor County, Muldoon became a field training officer and a peer support counselor. He’s also a certified wilderness EMT.
